Question on Movement Modifiers

Hey Guys - perhaps this topic has already discussed and if it was if someone could direct me to the thread that answers this question.

With Movement Modifiers, I understand that if it says anything like "-1 TN" or "+1 TN", etc. that you gain or subtract that from the TN to hit, so on and so forth.  But, what does it mean if it just says a "Yes" or a "No" underneath your movement type?  We've been playing and for the most part ignoring movement modifiers unless it gives a direct modifier.  But I'm pretty stumped on the "Yes" and "No" phrasing.

Yes = no bonus but you can play it
No = you can t play it if you moved this way

But note that interrupt should say yes yes yes yes to be easier to understand

I would like to know about the knowledge within this site whether the data is actually shared or not because I want to change the information.
